RE: Von Ormy Mayor proposes elimination of property taxes

On Monday August 18, 2014 Von Ormy Mayor Art Martinez de Vara issued his proposed 2015 city budget.  In an historic first for any city in Bexar County, the budget proposes completely eliminating property taxes for residents of Von Ormy.  Even with the elimination of property taxes, the city’s revenues will increase 30% over its 2014 budget.  The budget conservatively projects $830,000 in reserves ending 2014.  The 2015 Von Ormy budget calls for an additional $300,000 for the purchase of a municipal building, a playground in the city park and a new patrol SUV for the City Marshal’s office.  All of these capital expenditures are to be paid in cash from reserves to avoid any debt obligations.  The budget also calls for doubling the fire department’s budget and increasing the city marshal’s office budget by 50%.  

Mayor Martinez de Vara established a public goal of eliminating property taxes in 2009.  In order to achieve this, the city avoided debt, established a “no fee” regulatory environment and reduced property taxes by roughly 10% or more each year.  The city’s low tax/no fee environment encouraged small business expansion that greatly increased the city’s sales tax revenue.  Mayor Martinez de Vara recalls, “We began offering relief to Von Ormy tax payers at the height of the recession.  The first year, when we reduced taxes by 10%, we were the only taxing jurisdiction in Bexar County to make a significant cut.  In fact, most increased their taxes that year.  I believe that government should not spend every penny it collects, rather we should spend what is necessary to deliver high quality core services to our residents.  Excess taxation is unjust taxation.”  Without the city’s pro-active economic growth policies, Von Ormy may not have benefited as much as it has from increased I-35 traffic that is due to the development of Eagle Ford Shale. 

Mayor Martinez de Vara said, “Like most working class communities the greatest investment that most of our residents have made is in their land and homes.  Many of our residents are on fixed incomes and property taxation is the single greatest threat to continued home ownership and the ability to pass the fruits of a lifetime of work onto the next generation.”  

Since it incorporated in 2008, Von Ormy leaders have established a unique approach to municipal government that has come to be labeled by the media as a “Liberty City.” The success of Von Ormy has led to several small communities in central Texas that have recently sought incorporation to follow this model of government.  

In addition to its “low tax, no fee” approach, Von Ormy has also prioritized the protection of its citizens’ civil liberties.  Von Ormy has no smoking ban, firework ban, gun restrictions or juvenile curfew.  Mayor Martinez de Vara recalled, “A few years back we had a councilmember suggest a juvenile curfew because Bexar County, San Antonio and the other suburban cities also have a curfew.  However, freedom of travel is a cornerstone of our liberty.  Restrictions on travel were the foundations of the slave codes, Jim Crow and other social controls that afflicted minority communities like ours for generations.  In Von Ormy, we do not pre-judge our children to be criminals just because of their age and we avoid interfering with our residents’ lifestyle choices, property and families.  The primary purpose of local government is the protecting of rights and city’s should focus on those things necessary to provide a higher quality of life for residents such as police protection, fire stations and litter control.”  

Martinez de Vara said, “I believe that the cornerstones of a free society are the ability to keep the fruits of your labor, the right to control and use your property and the unrestricted freedom to exercise civil liberties.  That’s what we are trying to accomplish in Von Ormy.  I hope we get this budget passed, so we can add a second city motto.  ‘Tax Free Since 2015’ ”  

More About Mayor Art Martinez de Vara:
Art Martinez de Vara was elected to be Von Ormy’s first Mayor in 2008 and was reelected in 2010 and 2013. He currently serves as the acting President of the Texas Municipal League Region 7.  Since organizing Von Ormy he has assisted several cities in Texas incorporate, including Sandy Oaks, Ivanhoe and Providence Village.  Martinez de Vara is an attorney in private practice.  In 2014 he was named a Texas SuperLawyer – Rising Star by Texas Monthly Magazine.  Martinez de Vara is also an historian of early Texas history.  His latest book entitled “The Jose Francisco Ruiz Papers, Volume I” will be released later this month by Alamo Press.  Mayor Art Martinez de Vara may be reached @ 210-857-6848 or martinezdevara@gmail.com

More About the City of Von Ormy:
Von Ormy incorporated in 2008 and is located in southwest Bexar County at the I-35 and Loop 1604 intersection.  The city is 2.4 square miles and has 1,300 residents.  According to the 2010 census, Von Ormy is the most Hispanic city in Bexar County at 89%.  The city was founded in 1827 by Blas Herrera, the “Paul Revere” of the Alamo.  Herrera established a ferry across the Medina River and a small community sprang up.  Judge Roy Bean opened his first saloon at the ferry crossing.   The town was known as Paso de las Garzas (Garza’s Crossing) until 1886 when Hungarian County Norbert von Ormay moved to the town and established his court on the Medina River in the Von Ormy Castle.  That same year, the postmaster renamed the city “Von Ormy.”

Republicans, Hope and Road To Singapore

To all of my fellow Republican candidates who came up short on Election night, please let me add my words of encouragement to those that already have been given to you.  I know that many people have already provided many sound words of advice including Scriptures from the Bible to brighten your outlook.

Instead of repeating what you probably have heard already, let me offer Hope, as in Bob Hope.  I have always loved all of the “Road” pictures that Bob Hope made with Bing Crosby and Dorothy Lamour.  Here is a short clip from the 1940 movie “Road to Singapore.”

I am supporting Nelson Spear for Midland County Chairman because I believe
his enthusiasm, willingness to contribute time and resources, his experience
and innovative thinking are what we need to maximize the effectiveness of
our County Party. I am very appreciative of the contributions made by our
current Chairman but I strongly believe in the benefits a new perspective
can bring.

Happy Independence Day Texas

While March 2nd marks the rich history of Texas’ beginnings, it should not only be that date that we focus on. We need to look at and reflect upon all of the other dates that led up to our forefathers’ “official” declaration of independence. We need to look at, reflect and remember what they saw as wrongs being done to them by a government that was ostensibly meant to help them.

As I take my personal time to look at, reflect and remember the wrongs that the current government is doing, I am grateful that I can freely do something about these wrongs – I can freely go vote and address these wrongs. My wife and I plan to cast our ballots this Tuesday.

Please remember the sacrifices of our forefathers who bled and died on Texas soil for our freedom to vote. Please remember our veterans who also bled and died and who continue to make sacrifices to ensure that your right to vote is not infringed upon.

Please vote on Tuesday if you have not already done so.

Ernie Angelo has issued a statement of support for me in campaign to be the next Chairman of the Midland County Republican Party.

Ernie Angelo served as Mayor of Midland in the 1970’s. He also served as Chairman of the Midland County Republican Party (the office I’m seeking) and as a member of the State Republican Executive Committee (SREC). In 1976, he served as co-chairman of Governor Ronald Reagan’s historic Texas campaign. Mr. Angelo served as the Texas campaign manager for “Reagan for President” during the 1980 campaign.

Growing the Republican Party With the Hispanic Community

There is little doubt that the fastest growing demographic in the state of Texas is the Hispanic community.

Some react in denial to this fact. Yet, the RNC and the Republican Party of Texas have made it clear that in order for the Republican Party to survive, it has to reach out and include the Hispanic community. And why shouldn’t we? For many of them, they tend to hold and encourage core values that are common to conservative Republicans like me. These values include concepts like promoting the lives of our unborn babies, promoting the importance of family relationships and promoting the idea that our government’s role in our lives is currently too much and that the government should be limited.

Instead of reacting in denial, or in even in fear, I see it as an opportunity to connect with an important part of our community and at the same time grow the Republican Party.

Right now in the Permian Basin, we are seeing one of the longest sustained booms in our economy. And there is no denying the fact that the Hispanic community is a direct beneficiary of this boom. Young men and women of the Hispanic community are taking advantage of the wonderful opportunities not only in the oilfield industry but in also in the other industries. Despite the comments of a Democrat at a recent local candidate forum, Hispanics do not have to be limited in being identified as “blue collar” workers. They are professionals. Some are accountants, some sell insurance, some are landmen, and, some are attorneys and doctors.

As a result of this economic boom, the Hispanic community has prospered very well. And their prosperity is my prosperity, our prosperity. As President John F. Kennedy famously said, “A rising tide lifts all boats.” Republicans eagerly agree with this concept. For example, it was Republican Congressman Jack Kemp who later repeated this quote when he argued for cutting taxes. And as the Hispanic community is growing economically, they are beginning to realize that their money being confiscated by big government in the form of taxes and fees is not a good thing. They are realizing that the more they prosper, the more the government takes away. They are realizing that they are working really hard, yet it is only the government that is being built up and not their families. They are realizing that the government that they are funding is promoting values that they do not believe in. They are also realizing that the Democrat party really does not represent their values anymore.

The good news for Hispanics is that because of their recent prosperity, many have found a new confidence in themselves so that they can step up and voice their opinion. And, with the help of the Republican Party, they are beginning to develop and articulate with a big voice that they indeed hold and promote conservative values. Thus, it only makes sense to include the Hispanic community as much as possible in the Republican Party.

So what does inclusion look like?

As I have blogged before, several others (notably from Midland County Republican Women) along with my wife and I helped form Despierta Tu Voz (DTV) in 2012. DTV is an organization dedicated to helping minorities realize that they have conservative values and that they should vote those same values. This last September, DTV held its’ second annual event. At that event, we were able to display to the community that being a Hispanic Republican is a logical choice if you want to protect and promote conservative values. We had many honored guests and speakers from the Hispanic community. Senator Ted Cruz headlined our event (see picture below).

Inclusion also looks like encouraging the minorities to get involved as candidates and high profile volunteers in campaigns. I have found from my personal experience that the Hispanic community is just as networked as the other communities if not more so. Any candidate that does not take advantage of the Hispanic community’s networking ability does so at their own peril. Thus, the Hispanic community has the ability to introduce candidates to people with similar values as the candidate that they have not met before and probably would not meet but for these volunteers. This is the kind of asset to any campaign that a slick TV commercial or flier cannot buy.

Finally, inclusion requires respectful communication on a level that they will respond to. In other words, we need to be able to communicate to the Hispanic community on their terms not our terms. For example, Republican candidates should, at a minimum, create at least one written piece and one radio ad in Spanish. Some Republican candidates, including myself, are already doing this.
